The Lake Winds Industrial Park consists of approximately 100 acres located at the intersection of Toussaint South Road (C.R. #102) and State Route #163, adjacent to the Ottawa County Highway Complex and Riverview Nursing Home. This project is a cooperative effort between the Ottawa County Commissioners and the Ottawa County Community Improvement Corporation (CIC). Funding for the acquisition of the required additional property came from County sources, and the funding for the site improvements was a 50-50 match of County generated funds and a grant from the United States Department of Commerce Economic Development Administration (EDA).

Improvements to the project site consisted of the extension of sanitary sewer service to all areas of the park, the construction of an access roadway through the park, of a type and quality to handle the intended traffic associated with an industrial park of this nature, and the installation of various electrical services, both overhead and underground, to supply the needs of the park tenants. Additionally, a 12-inch water service within the entire park was installed and a 500,000 gallon elevated water storage tank was constructed and will meet whatever requirements the intended park industries may have.

Brunkhorst Engineering Consultants, Inc. generated the preliminary park configurations when the possibility of the park was in the conceptual stage and then carried forward through the plan preparation, agency review (both EDA and OEPS), bidding and contact award, construction layout and inspection, and ultimately the finalization of the project. Brunkhorst Engineering Consultants, Inc. project efforts included coordination among the various governmental agencies involved (Federal, State, County, and Local), together with the CIC and the contractors, to yield the park as it exists today.
